Idle air control motor. On the side of the throttle body. Either real dirty or bad.

Wont start

If you can keep giving it gas and it runs above idle with no problem, then you have a blocked or bad idle control valve on the throttle body assembly. With your foot off the gas pedal, the large throttle plate inside the throttle assembly is closed, but some air is let in through the idle control valve or motor through a separate passage. This can get clogged with deposits over time and poor idle results. The valve is controlled by the engine computer. It is how the computer controls idle speed- more air if the idle control valve is opened wider, higher idle speed.

" its not getting any gas..." Oh yeah, it's getting gas, the injectors are still pumping gas into the cylinders, but it may not be getting any air. All the accelerator pedal does is control the air supply into the engine through the throttle body. So modern cars have an air pedal, not a gas pedal. Then the computer takes over and matches the correct amount of gas through the injectors to the known supply of air in the intake manifold. Neat system, eh? Sorry if I sound so pedantic, dale. check your idle control valve.

Wont start unless give it a shot of starting fluid

It sounds like the idle air control solenoid valve is stuck open. You can sometimes remove it and clean it with carburetor cleaner. It is located on the left side of the throttle body just behind the fuel control valve, it is held on with two screws.

Ran my 1997 chevy lumina ls through flooded water...still runs but idles real high without even touching the accelerater and the temp runs high and have to shut it off let cool down before starting...

If your electrical wires got wet, it could cause all kinds of problems. You could have a bad idle control sensor or the idle may need adjusted. The electrical wires probably need time to dry out, if it hasn't been long ago. A bad map sensor can make the car idle high. Do you have a check engine light on now? If so, you need to get it scanned at Autozone for codes. Does the car die?

I have 1998 blazer it idles rough and has no pickup ,gas milage is real bad

Items I would test are the mass air flow sensor, MAP sensor and the actual injectors themselves (if "business" ends are fouled you will have a poor spray pattern but they will check out OK electrically) Both maf and map control fuel mixture and timing...both important to how it runs. MAF can be gently cleaned with a Q-tip and carb cleaner... if just dirty and not failed this often helps.

Sounds like water/debris in the gas tank. Try adding dry gas to the tank. Changing the fuel filter also a good idea.
