2 possible places. It's on the side of the motor or ford put it inside the fuel tank. Follow your fuel lines from the plenum to the side of the engine. If you don't find, it's in the tank.
The fuel pump relay is in a junction box under the hood. The junction box you are looking for is the one closest of the two to the fender and of the three relays in there the relay closest to the fender is the fuel pump relay.
Also, here is a diagram of the fuel pump fuse. #40 - 20 Amp fuse.
Also make sure to check to see if the fuel pump shut off switch.
Does your "wait to start light come on"? If not check fuse#22 under the hood. If it is blown it is most likely your fuel heater inside fuel canister. Unplug the wire on drivers side of fuel canister, replace the 30 amp fuse and try to start. I hope that helps!
make sure the battery has enough voltage to crank it up, if it does but not crancking check the starter, hit it a couple times with a hammer then try, if it cranks over but doesn't start check the fuel pump fuse and/or relay, if they are ok put your ear really close to the fuel tank and listen at the fuel pump while you have someone turn the switch on but don't crank it, if you can't notice any noise it could be a bad fuel pump. you can also check the distributor cap and rotor for burns or dents, and make sure the timing is ok..
have you looked in the passenger front seat right next to your right foot on the side kick panel. most of them are there with a little cutout for you to reset the fuel pump if it trips
no it wont but a cloged fuel filter will increase the pressure from tank to filter and overload the amperage in fuel pump and posibly burnt fuse also check for bad engine mounts if engine moves while is under load it might contact some wires and burnt fuse
