Question about 1993 Toyota 4Runner
Hi this sounds like the stop/start solonoid on the pump, this cuts the fuel off when you stop the vehicle, You can remove this with I think a 28mm socket and try starting the engine then, the only thing is if it starts and its Auto you wont be able to stop it, only by pulling the fuel pipe off the filter unit with comes from the tank. You can test the solonoid by putting a earth wire to its body and touching its connection point with a live , you will hear it throw in, or your wiring loom is playing up maybe wire coroded and giving reduced voltage.

Did you check the ignition system for spark? The fuel pump is in the gas tank. There should be a test port on your fuel rail that looks like a tire valve with a cap on it. Have someone crank the car while you depress the schrader valve and see if you get fuel. Do that first then get back to me.

If you replaced the fuel pump then there is a possibility that during the job then some debris from the tank and/or filter got loose somewhere into the fuel system and is in your lines. It could even be a very tiny speck of gasket material, old or new.
