Dealer can not start car
Your Ford dealer sounds just like our local Ford dealer...
They probably just cut plain none-transponder keys or didn't follow the key programming instructions properly.
Perhaps the keys and security system need reprogramming together.
Whatever the reason it is quite unacceptable to take a Ford car to a Ford dealer and be told they don't know how to fix it.
I strongly suggest you take someone there gently by the throat and question the parentage while threatening to contact Ford customer service.
A local auto locksmith might be able to further advise you.

I am not a Ford expert but has she tried unlocking the car with the outside driver's door key cylinder? This works on most makes and models to disarm the alarm.

no, you will half to get it towed to dealer and have a computer chip key cut from your spare key then thay will program it to the vehicle

1-insert and remove key from ignition two times
2-close and open driver door two times
3-insert and remove key once from ign.
4-close and open drvr door twice
5-insert key into ign.,then close driver door
6-turn key to on (not start) then off, twice this is rewrite mode,have all remotes to reprogram it will clear any lost remotes.
7-remove key from ignition,the door locks should cycle twice.if not start over.it may take a few tries.
8-press lock/unlock together and hold for a second
9-release,and press lock on remote,the door locks will cycle
confirming program.continue to do other remotes you have,steps 8 and
9.if only one in possession,you are done. To end mode open door or insert key into ignition.
You'll need to follow the steps with no more than a 1-2 second delay between each step.. hope it works

You CAN reprogram it. You'll have to look for the exact directions, but it CAN be done. It has to do with turning the ignition to the RUN position a number of times, and then pressing one of the buttons on the existing fob. I just did it this past weekend. It worked!

Same thing happenned to me. Dealerships couldn't help, so I had to call Ford Motor Company... the gentleman on the phone was able to give my local dealership the code for security reasons. Then, you just need to have the new key cut and programmed at the dealership. I'm sorry I don't have the number handy. Best wishes
