I didn't try this yet : Some say disconnect negative side of battery for 2 min. Open headlights to drain existing current then pull CPM fuse for 2 min. Put them back then drive on city and highway for 30 min. to reset CPM memory .

Never disconnect a car battery even for a second w/o installing a memory saver . Make sure a mechanic has a memory saver before your battery is disconnected . Go to you tube and learn how to make a memory saver or , buy on line .

Generally speaking, the truck has to be driven at least 100 miles in various driving conditions including highway and city driving and at full operating temp. The mechanics are correct in saying there is nothing they can do to trick the system into thinking this has happened.
If 100 miles did not do it you may have to drive 2 or 3 hundred miles then try the test.
The purpose of the computer being "ready" is having used and tested all of the emission components for problems. Once the vehicle is driven far enough for the computer to use all of the components, and no trouble codes are set, the test is passed.
Even if you normally only drive in the city you still have to log 50 or 60 miles on the highway to satisfy the requirement for the engine computer.

Testimonial: "I drove the van for two months freeway... city ..short miles long drives... completed weird drive cycle tests on line and 3 dif stations all obi not ready"

Is it possible the computer is loosing memory every time you turn the engine off ? That would affect drive memory and history. Otherwise it could be a computer problem.
Did you have something fixed and then clear the codes ?

2001 chevrolet tahoe secondary air system not working cant pass smog all I did was replace battery before getting it smog

Disconnecting the battery resets the PCM - engine computer ,an the emission monitors . A drive cycle has to be done to get the monitors to run an hopefully set. That's all you need to do is drive it for few days of different driving conditions - city , highway ,from cold start . google GM drive cycle . OBD Monitor Not Ready
