If I remember you need to remove them from laying on the ground and going in from under the car behind the bumper. Some models did have 2 screws on the front the older ones had to be removed from behind the bumper.

THEY HAVE A COMMON PROBLEM WHERE THE POWER SUPPLY MODULE ATACHES TO THE MAIN BOARD.. THEY GET COLD SOLDER JOINT AND NEED TO BE RESOLDERED.AFTER REMOVING THE BACK BOARD AND CLEANING THE CONTACTS ON THE PINS THAT ELECTRICALLY ATTACH THE TWO BOARDS... YOU THE CAN LOOK FOR A SMALL BOARD THAT IS SET OFF FROM MAIN BOARD.. JUST RESOLDER ALL THE SOLDER JOINTS ON PIN IN AND OUT OF MODULE

SOURCE: i have a 1985 vett
It is a blown fuse,or the dimmer on the headlight switch, the headlight switch would have to be replaced,if nothing else is lighting up.if so.the bulbs are blown,or the connector to the cluster is not making contact.
