You mention fans; one of them is for the engine coolant, the other for the AC and will only operate with the AC on. The engine fan is normally controlled pretty directly via a thermostatic switch located in the lower radiator tank and these are kind of junky so fail fairly often.
Check the lower tank of the engine's radiator (you can see the difference by looking for the heavier rubber hoses attached to the engine), then scan the tank from side to side for a device screwed into the tank and having one or two wires coming from it. The single wire type uses the shell of the switch and ground and only needs the other one supplied with 12V.
You will probably make a mess removing and replacing this so be sure to have a large enough catch basin under the car to avoid losing coolant on the ground and poisoning neighborhood animals who like its sweet (but toxic) taste.

Radiator fans

I dont know what year model you have but the newer one will run when car is turned off to cool radiator. Maybe you have a radiator problem if this just started to happen. Is the car over heating. Did you check radiator fluid or thermostat. I dont know much about your car and year model but i would do these checks. Maybe radiator needs to be flushed. You can use aluminum brite for to flush. Can buy it at O Reiley's. I had to flush my daughters radiator about 10 times when we bought it used, fithy. Looks brand new. Please dispose of chemicals properly. It is an acid.

I have a leaking hose on 1989 chrysler new yorker 3.0 v6, coming from the transmission one goes to the ac grill the other back around, does anyone know what those hoses are the lower radiator hose connects...

Those are the transmission fluid cooler lines-one is the pressure line, other is the return line-back into the transmission. Often the cooling reservoir is built into the radiator. Apparently yours has a separate cooler in front of the radiator. It would be that and not the a/c grill.
Automatic transmissions generate a lot of heat. Without a way to cool the transmission fluid, the fluid could get burned-it will look blackened, and is very bad for transmissions. Check your transmission fluid and add if necessary. Stop the leak-it may just be a loose fitting, or a broken line or hose.

Only one of my radiator fans are working and the car overheats i have 1990 chys. newyorker 3.3 liter

One works with the A/c, the other is for the cooling of the motor,, turn on the ac and see if the other one comes on, if it does, check the relay for the other one, or it could be the heat sensor
