if you have the wheel on full lock then the bypass valves in the pump or steering box are activated to prevent steering and pump damage They will make a noise at this point
go to full lock then when the noise starts back off a bit and if it stops then that is the valves
if not take it to an accredited power steering shop for a diagnosis.
Jack it up and try moving the wheel in and out at the top and bottom, and again left to right. If there's movement, you should be able to isolate it to a ball joint, A-arm bushing, or a wheel bearing (though the entire front suspension should have been checked while changing out the rack).
power steering pump probably went out.. if you can easily get at the belt and are any kind of mechanically inclined, remove the drive belt to the p/s pump and then start the car if the noise is gone then its probably part of the power steering pump
Check your Power steering fluid, lines, and pump. It sounds like your pump is going out, however, check the lines before hand to make sure you haven't just lost the pressure.
hi check your power steering belts not slipping when its as when the your driving your kia and it is hardly moving and you turn the steering it put more strain on the belt as it warms up it may not be as noticeable the noise is coming from the front of the car and not the steering wheel itself i presume if its coming from the steering wheel that totally differnt just let me know yates210456
