My 2007 ranger will turn over then stop trurn over. turn key off and back on it will crank but will not start . when it will not start the srvice light is not nor the fan will not run

When you turn the key to the start position it crank's the engine . If it does that an doesn't start an run ,it is call a crank's no start . By your analogy of the situation i think your best bet would be to take your vehicle to a qualified repair shop .
Key it on and off 3 or 4 times. If it starts right up, the check ball is stuck, letting the fuel drain back to the tank. Like Tom said, fuel pump. If it were mine I would live with it till the pump started acting up.
Try quickly turning your key to the start position and back to the on/run position. Your truck is like mine, if you have a quick hand turning the key to start your truck it will start normally. Honestly that's the best solution. Hopefully I explained myself thoroughly.
With fords you have to have to battery tip top condition (a must). Now when you refer to the starter solenoid, are you talking about the relay on the passenger side fender well. If so, start there. With the starter wire or trigger wire disconnected, Start running your tests. Find out if its something to do with the trigger wire or if it has to do with the relay.
This double crank you say works in a couple of seconds? Try this; Turn the key on and wait a couple of seconds before cranking. It may be it takes a couple of seconds for the rail pressure to build up. The fuel pump shouldn't have to refill the fuel system but pressure recovery could be hindered by the fuel filter no passing fuelfreely enough.. Age of fuel filter?
take back to dealer and have them check the neutral safety switch on the clutch because if the switch is not adjusted properly you will have this problem
