2000 Chevy Cavalier making a noise when air is shut off

This problem sounds like the aircompressor pully, the bearing is shot.
With the engine running and the air conditioner off there is a grinding noise, look at the compressor pully, does it wobble? Then turn on the air conditioner and the noise stops, look at the compressor pully again, the wobble stops? If so that's the problem.

Belt squeel caused by air coditioner cluch bearing how to change the cluch bearing and pullers/tools needed

I take it you have tried a new belt. The Air-conditioner belt driven clutch and bearing repair will cost you nearly as much as a re-conditoned unit. The time, effort and agony is just not worth the trouble of going through any clutch / bearing replacement attempt. (been there done that! And had the right tools!) Ended up replacing the compressor anyway as the internal rollers of the Compressor were the actual problem.

I have a Jetta 99 GLS w/197K. I took the car to the mechanic and they said it was the compressor. Repairs are approx 1K. My question is, can the car be driven as is? I do not know what is the corrleation...

I presume the compressor you refer to is the air conditioner compressor.
If so, the car can be usually be driven as normal so long as you don't operate the air conditioner cooling. With the air conditioner off, the compressor is not in use.
If the fault with the a/c compressor is with the front bearing (drive noise or belt squeal) you may need to remove the drive belt.

Can problem with the air conditioner compressor cause the rpms to oscillate rapidly and motor to cut off, especially when idle in park or at a stopped?

Could be if the A/C Compressor bearing is worn out and makeing it hard to turn the engine belt. Usually it will break the belt.
If you can, with the engine cold, take the belt off the compressor and try to turn the compressor with your hand. If its hard to turn it needs a new bearing.
I hope this helps you

99 mystique making weird noise when i turn on the a/c, like if some bearing was bad

chances are there is a bad bearing, inside the air conditioner compressor. where the belt goes there is a centrifugal clutch, listen close to there and if's from there, you need a new compressor.

Pop the hood, start the vehicle and turn the AC on. Watch the compressor, it should have a center that rotates on an off and you should hear a clicking sound. This is the compressor clutch you are looking at. If the compressor is not doing this, check the fuses for the AC. If the fuses are good, then most likely the high side sensor switch is not working, therefore the clutch never engages and the air never gets cold.

Try that and get back to me, ok?

Air Conditioner Problems

Your bearings in the compressor could be going bad.Try accellerating with your air conditioner on off. If the rattling sound does not occur, replace your compressor.
