If the engine will crank but not start, it could be the anti-theft system if equipped.
Do you have power to the coils and the fuel pump relay ?

SOURCE: car wont start when i turn the key

The first thing you need to check is whether the key has a pellet in it or "chip". If it does...the problem is most likely your key lock cylinder. Go buy a new key lock cylinder....KEEP YOUR OLD KEY. Take your new lock cylinder down to any Chevrolet dealer to find out what the VATS number is for your key....then have the dealer cut you a new key with that same VATS number...then go to your vehicle and remove the negative battery cable...this does two things...1. It resets the computer after a five minute period of no power...2.. allows you to work on the steering column without power on it.

Remove the steering wheel with the aid of repair manual.

Put the new key lock cylinder with the wire running down the steering column. Then put the steering column back together....Hook up the negative battery cable, then use your new key that was CUT and your car should start

SOURCE: 1991 Buick Park Ave. checked battery good ,fuses

As you hold the key to the starting position, have someone knock on the starter with a small hammer and see if it starts then. If so the starter will need to be replaced.

SOURCE: I have Buick Park Ave. 1991. Automatic trunck

There is a motor on the bottom latch that goes bad. Make sure that the fuses are all good. They can be found on the driver's side left of steering column. On the cover if you flip it over will have a list of the fuses and what they go too. If they are all good, the motor is most likely at fault.

Hey i have a 1991 buick park ave i lost my keys i went to the dealer to get one made they said its to old no codes are comen up what do i do please help

You will have to replace the ignition lock cylinder and it will come with a new ignition key. As for the doors/trunk you will most likely have to hire a locksmith to make you a new one. Or you can replace all of the door lock cylinders as well. See links below.
