Try to specify a little, you have 1 +wire and 1-wire and as long as it's a plastic bulb holder it dont matter how you connect the wires.

I have a 1983 Ford E150 and the taillight, sidemarker light, and licence plate light all on drivers side dont work

Sounds like you have already changed all those bulbs to no avail. Next is to suspect the wire.
There is a one wire that brings electricity to all those 3 items.
Your wires are color coded.
If you will take any old wire and run it from the bartttery positive ( + ) post to the back of the truck and skin a little insulation off the side marker or the license plate light wire, these should all light up..
Now, you will need to replace that broken wire that keeps these from working.
You need not replace the whole harness from under the dash, just run a wire from the other side of the truck that does work over to the side that does not.
Be blessed.

Even with the engine off and from all appearance all light switches off, the tail lights are still on. What exactly is my problem? How do I get them off?

Just the taillights? Are the sidemarkers on too? If it is just the taillights, it could be a short to power on the Black/Red wire, or an integrated control unit.
