You have to pull the inner door panel off first, to do anything with the window. This is the hardest part of the work, the rest is fairly easy. Once you can see inside to the window motor and regulator for the window, maybe you can see what is wrong with it. Try pushing up on the glass while working the regulator arms to see if you can raise it.
While the panel is off, use jumper wires from a spare battery set down by the door to see if the motor is good. Pull the two electrical connectors off of the window motor to hook up the jumper wires. If nothing happens, try reversing the jumper wires: this is how power goes into the motor depending on the switch position being up or down. The motor can take power from either post, while the other post serves as the ground wire. If the motor is not working, it can be removed with the regulator assembly all as a unit. If the window motor works now with real juice, you have a problem in the switch or the wiring, as ray suggests, right in the door opening.

I have solved part of problem,, if you use the manual latch key and close the latch, you need to push the wrench all the way counter clockwise and the windows do go up. the latch mechanism has the activation switch in it..need to be fully closed

Hi, I have a 2002 Chrysler voyager (UK) which had the same problem with the drivers window. This issue went on for over 2 years, and I even bought new window runners from the US but still had issues! I have now fixed the problem. The bushes in the window motor had worn to a degree that contact got weaker until no contact was being made at all. I stripped the moter down (easier than I thought) and replaced the brushes at a cost of aroung £5 ($8), now the window is functioning better than it did when I bought at 2 years old, plus I did the same to the passanger window and that improved too.
