Are you sure the new pump is leaking or is there something else causing the leak. Who replaced the water pump? There should be warranty.

My 2006 Pontiac Grand Prix 3.8 has a water leak I re placed water pump plastic hoses and seals and it still leaks why

I assume the leak is where you replaced the seals, so I would assume there was enough ware that even with new seals, they aren't sealing completely. You can drive around and see if the seals finally seal, but if the leak is at the water pump, I would consider just getting a new water pump and installing it.

Could a freezeplug blow out?

freeze plugs ( welsh plugs ) rust out and will leak water under pressure . they are replaceable with some difficulty-- working space required
water pumps will leak out a small hole under the housing behind the pulley to stop the leaking pump seal from putting water into the bearing-- replace is the only real fix as reconditioning is almost as expensive as a new pump
to find the leak have a pressure test done on the cooling system as it reveal where the leak is
if you have plastic radiator tanks then they are known to crack or even come loose of the cores
a pressure test will reveal all this

Water leaks

water pumps have a drain hole on the bottom next to the block and it is there to allow water that has passed a faulty seal to leak out before it damages the bearing.. Pull the water pump and if that is the case replace it with a new item as it is more expensive to repair than to replace.

Water pump leaks

If your water pump is leaking, that is the first sign of a bad water pump. This means that you will have to replace the water pump.

My 1998 buick century is leaking coolant from the engine where the water pump is mounted.

it could be a loos hose clip or the water pump, there is a gasket behind the water pump this could be leaking as well there is a quick fix you could try if its a clip or gasket leaking it should stop the leak, but it wont stop a water pump leaking ,,,,,,,,,,,
get some "rad seal" and tip it into the rad,,,not the header tank it go's right into the rad then top it up with water and run up the engine itll its hot after a short time the leak should stop,,fords put it in all there new cars and vans that come out there fatctorise,, so if its good for them to use it,, it must work?
