Where is transmission speed sensor located

There are multiple speed sensors in the transmission. I assume you're referring to the vehicle speed sensor which is also known as the output shaft speed sensor which is located in the tailshaft housing.

Where is the output transmission speed sensor on a 2006 crown Victoria and how do I replace it.

usually located on the tailshaft of the transmission, can also be located in the housing of the transmission, on the bell housing and some times manufacturers can use the crankshaft position sensor that is on the engine to determine "transmission speed"

How do i change transmission speed sensor?

It is located in the tailshaft housing of the transmission. You simply unbolt the retainer, un-plug the wires, and pop out the old sensor. Stick the new one in, bolt down the retainer, and plug in the new one.
