Are you saying the car turns over (cranks) but it does not start? Or, the car is Not turning over?
If it is cranking over but not starting, and it ran fine before sitting for the year, it may be water/moisture in the gas. Try some dry gas, and/or Carb-fuel injection cleaner in your gas tank.

1996 Honda accord no crank intermittently

cranking is turning the engine over
from you misinterpretation of the term the problem is that it is cranking but not running
if that is correct then yes the cam shaft position sensor may very well be the cause of the not running at times as it controls the ignition and injector operation , the same as the crank shaft position sensor
could be a loose connection that has now come apart or the sensor has finally reached a point of failure that it needs to be replaced

S light blinks on dashboard and the car do not move well

Could be your VSS Vehicle Speed Sensor. Since your car is a 1996 model it is OBD2 (On Board Diagnostics 2) This means you can go to AutoZone and have it scanned for free.

Hellooo

to clean the terminals of the cable of the battery and the terminals of the battery since if that is dirty not tenes a good contact for which the starter you will not work. It checks if when you give start the lights of the board do not go away if they go away it is because you do not have good contact. If all that is well the problem is of the starter also you have to verify the starter relay

check the alternator voltage , it has to be 13.8 to 14.4 vdc. it sounds like your car is running off the battery alone. Sometimes a bad battery will take out an alternator, and after replacing it goes again.Check all connections, and check the feedback terminal on the alternator is telling the alternator to switch on.

Try smacking the starter with a blunt object ( hammer or something ) Smack it several times while cranking. It may free up. Listen for the click at the starter. Its prabably a bad starter. Common symptom your describing. If it does start replace the starter.

Check your filters such as fuel filter and air filter. At higher speed there is more of a demand for both air and fuel. Thats where I would start first.
