Look and see what that fuse is supplying power to. Trace the wiring from the fuse block to the end and look for a bad place in the wire(s). It may be a break, burned or melted spot or where the wire has a spot where the insulation has rubbed through. Ultimatly you can disconnect the wire at both ends and use a multimeter to see if the wire is good. If you don't find a problem in the wiring check what the wire connects to and look for a short or ground problem there.

Blowing this fuse is usually a sign of a shorted out starter or the positive battery cable. Make sure the cable has no holes in the coating where it could be shorting to ground. Next would be to replace the starter with a known good one.

this car is 21 yrs old and well past its sell by date ,now is this clear rad container your refering to ? is it the over flow bottle or the radiator header tank If you do have a problem with the head gasket then it may pay you to trade it in quick and buy a nice peugeot diesel manual and reduce your carbon footprint and save a lot of money in fuel as well with 70mpg .Your dealing with a big petrol engine here in this car and lots of things could be wrong and going wrong owing to the vehicles age and their come a time when you have to give it some euthanasia and send it to the great motorway in the sky unless you have a bottomless pit of a wallet
