On the metal AC lines look for a port with a blue cap. If you have two ports that both have black caps, it will be the smaller port.

I need to know where the recharge port is to recharge A/C on a 1999 Ford Expedition

Your A/C system will have two service ports, there isn't any "recharge" ports. You add refrigerant to the LOW side only. Prior to adding any refrigerant, you need to check the system pressures with a manifold gauge set. If the system has enough charge and there is another issue, adding refrigerant can make for worse problems. Automotive A/C is best left to the right person with the proper equipment to service them. If you follow the lines from the compressor, the LOW side will be the smaller diameter of the two service ports.

The battery is dead. Recharging (or replacing) the battery will remedy those symptoms you describe. Recharging the battery is a lot cheaper if you have access to a charger or can remove the battery and can take it to a service station for recharging.

Hello: The battery is under the rear bottom seat cushion. Please check the cable connections for corrosion and tightness. If cable bolts are bad corroded they need to be replaced. Clean all connections with battery cleaner (Auto Zone etc) You may have to replace the battery. (while working with the battery make sure the ignition key is OFF. If above doesn't correct problem have the alternator checked, again auto zone, advance auto etc.)

How do I recharge the Air Conditioning?

A simple recharge on a system that old is usually wasted money. There are several components which may have reached the end of their service life. Best thing is to have a good tech check for
leaks and functionality, if all is good then recharge. Otherwise you may find that the system is not working a few days after the recharge.

Not getting cold

You must mean the air conditioning, most likely due for a service on the a/c system or just a recharge of refrigerant. If you lost refrigerant it had to escape somewhere because that is a sealed system, definitely get it to an a/c shop for service, they can leak check the system and fix any problems, plus recharge system after.
