My diesel mondeo tddi won't rev over about 4000rpm and doesn't seem like the turbo is working

sounds like your car has a problem and the computer has put it into limp mode. This is a safety program to get you home or to a garage so your car wont ..boost.
you need to pop into a trusted local garage who can scan the PCM and see whats causing this problem.
Dont just start changing parts, this will cost you a fortune and cause you stress.

Check the catalytic converter. You can do this by banging on it and listen for a rattle. Sometimes, the inside gets melted into a little ball and blocks the exhaust from getting out on acceleration. This will cause a serious loss of power and feel like a trans malfunction.

Turbo works on the engine from the moment you start it. It does not kick in as people use to say. Loss of power and acceleration is caused by many different things, get diagnostics done and you will know exactly.
