can't tell from this video if there is access to the left of the box from inside.
the actuator is over there..have someone when the box is out change the dial and listen for the noise. This should give you a general idea of it's location and possibly how to access it.

It is because there is a hard short to ground. It is either the wires have a short leading to the dome light, the dome light itself has a short, or the switch that turns the domelight on has a short. I would suspect either a bad switch or bad domelight if you have not messed with any wiring.

The easiest place for you to tap the Dome light power would be at teh fuse panel where the fuse is located. The ground for that to work is the little switch in teh door jam near the hinges. The problem you may run into is the dome light coming on when you activate the switch to turn those LED lights on. Your going to tap the power wire direct and put the switch to turn them on controlling the ground unless you want them to work at the same time the dome light does in which case I would tap the power line direct and then run an additional wire to tap the switch in the door. A better option, at least to me, would be to tap power off the lighter circuit and control that with the switch then you could ground anywhere you have a good ground.
