SOURCE: 2002 chevy Blazer hard starting
This sounds like the fuel pump is shot. The pump has a 'dead' spot and when the engine is started by using 'nasty' starting fluid it will go to the running mode and run fine. Never use starting fluid!!! A bit of gas is best, just use common sence. Frankster016

This is one of the best manufacturer support sites!!
This includes diagrams, repair manual, tech reports etc.
A free registartion is all that is required.
Pressure regulators are usually mounted at the end of the fuel rail.
Yours is on the delivery pipe with the fuel injectors.
Be careful not to drop the injectors when removing the delivery pipe. Thanks for using FixYa - a FixYa rating is appreciated!!

another engineers wet dream. think of it this way . what is normally in the intake when the engine is running.. answer vacume, hence the regulator gets its vacume without a hose connected to it as its already in a full time vacume chamber.no hose required . ps be carefull to seat the regulator and o rings securely into the housing befor you reattach the secureing metal clip.
good luck chris
