When engine is cold top it off leave cap off and look for bubbles right after you crank engine to see if so head gasket is leaking combustion into radiator

My 98 honda accord only puts out warm air while driving on the highway. Driving in town only puts out cool air.Could this be a thermostat problem or something else?

it may not have a thermostat in it or one that is not high enough degree but sounds like the thermostat has been removed

Check the cooling fans. Relays and fuses are located in the engine bay fuse box.

sounds like you may have a dead cylinder, check the spark plug wires and plugs. I would advise a full tune up given the cars age if you have not done so recently.

either have a shop scan it for trouble codes or buy a scanner your self at local parts store have OBDII scanner and find out for your self it could be a number of things.

you likely have a stuck thermostat.........when they stick open the engine wont reach operating temp and when they stick closed the engine will over heat...........your cheapest and most likely place to start is with replacing the thermostat
