Whining noise usually comes from defective bearings. have the bearings of your turbo charger checked.

My XJ 2.7 diesel Sovereign has recently developed a whining sound when the engine is hot - like a heater fan noise. It doesn't appear to affect the performance but is very annoying. What can it be?

If turbo assisted, an oil change will ensure the bearings remain in good condition. Maybe the blades or it may be just a noisy fan belt.

Check your power steering fluid level. The power steering pump will whine when the fluid is low. If this has been going on for some time the pump may be damaged.

Whining when not accelerating

Loosen and remove the Alternator belt which may be a serpentine belt and see if the whining goes away.
It could be the alternator or the water pump if it's driven by the same belt. It will go away while moving because the engine noise is usually negated by road noise etc but it's probably still there.
