My guess would be a short somewhere in the wiring that is after the relay. I don't believe in 1997 the Camry was fitted with DRL's unless you (or a previous owner) had them installed and they use the low beam headlights for that purpose.
Since you already replaced the switch, that should negate the switch as the problem. Did you use the correct relay? Exact number for replacement? A cheap relay could be the problem if you got it off eBay and it's not compatible. Not that all eBay stuff is bad but I'd trust NAPA or a good auto parts store. Try another relay as a cheap possible fix.
If they shut off when the car is on,then they are daytime running lights,if they stay on after the car is shut off and the light switch is turned off, then the switch is bad
Be aware that the camry can be programmed to keep the lights on for a set time after key off then open driver's door. Think the maximum time is something like 2 minutes.

Its right above the fuse box. You need to remove the plastic kick panel to see them
SOURCE: Toyota Camry 1995 Check Engine Light (stays on)
usually when this occurs (engine light) the ecm has detected some type of failure with one or components of the engine. ur gonna need to have a diagnostic scan done to determine the source. If the vehicle is OBD certified autozone part stores will do it for free. to be sure that its not just a minor "hickup" u can reset yous car's ecm urself by disconnecting the positive battery for 1 minute. if the engine light returns then i would have a diagnostic scan done. SOURCE: 1989 Toyota Camry. No brake lights.
It could be the relay, which is a yellow box located under the carpeting in the trunk on the left side. It is a problem common to your model. Also, check the brake switch's (behind the brake pedal) functionality (12V present with key at ACC or ON and continuity between wires when button engaged).
i hope this helps

SOURCE: Replace a burned-out bulb or headlight on a 2003 Toyota Camry XLE
I have similar issue with my 03 Camry XLE. I replaced the left side headlight bulb and the light still not coming on. Thanks in advance for the help.
[Information] For a 2002 Toyota Camry, the Daytime
Running Lights (DRL) operate utilizing the High Beams (inner Lamps closer to
the center of the vehicle front) at a reduced power.
[The troubleshooting process:] Review the Owner's Manual and ensure the test
configuration matches the following criteria:
1. According to the 2002 Toyota Camry Owner's Manual (Check your Owners Manual):
"The DRL system will make your headlights come on at a reduced brightness
when:
The light switch s in the "DRL" position.
The ignition is on with the engine running.
The headlight switch is off.
The parking brake is released."
2. Set the Test Conditions according to Step 1 above.
3. Check the headlight bulbs to ensure they are not
burned out. If one burns out, there is a fair chance that the other would have burned
out at the same time. Replace as necessary.
In this case, if the high beams operate, the DRLs should also operate.
4. Test the system, ensuring the step 1 conditions are set. (Engine running, Multi-function
Switch on Turn Signals in "DRL" position, headlight switch off
(repeating what the manual says -- it should be obvious that in the
"DRL" position, the headlight switch should be off / do not have the
switch positioned to "High Beam"), and the Parking Brake
"off").
5. If DRL lights do not work, check the engine compartment Fuse and Relay Box.
there is a 5 Amp DRL fuse -- replace it with the spare. Test (step 4).
6. If it does not work, swap around or replace relays -- there are three (3).
Any one of them could be bad (stuck or burned out). Test (step 4).
7. Other less likely possible issues
could be that the Multi-function Switch is broken or a connection / wire is
broken. [Beyond the scope of this
process.]
My problem was that the test configuration did not have
the engine running and parking brake off - Step 1. Problem solved with much
thought, repetitive tests on the vehicle and going back to the basics -- what
does the Owner's Manual say and where are the applicable fuses and relays
located?
