Why do all break lights quit working?

If the high mount brake light goes out also, replace the brake switch at the brake pedal. If it always works, replace the turn signal switch.

Brake lights are always on, Brake Pedal is loose.

There should be a switch on the brake pedal that controls the brake lights.
If the pedal is loose that should be fixed first.
Something must be worn out at the brake pedal pivot.
Hope this helps.

My 04 Saturn Vue's emergency break light is always on, could this be a fuse?

Do you mean the Brake lights showing at the rear of the vehicle? If so this is the brake light switch located at the brake pedal....either broken or needs adjusting!

98 chevy lumina Rear window break light works, but rear break lights don't, also right turn don't work?

I can almost 100% guaranty the turn signal switch is the problem. Power for the brake lights starts at the brake switch. power then splits from there and the third brake light gets power directly from the brake switch. Since the turn signal and the brake lights are on the same bulb power for the brake lights is routed through the turn signal switch. the switch depending on what position it is in will allow brake power or turn signal power to there respective left or right brake/turn bulbs.

If you hold your foot on the brake pedal and wiggle the turn signal and or play with the hazard switch the brake lights will almost always intermittently start to work. this will confirm a bad turn signal switch which is pretty common on GM vehicle with this style setup.

Break light is not working

Not working can mean two things for brake lights always on or always off

always on - this means the brake light switch is broken

always off - the bulbs are the likely culprit

Parking break light is always on (1994 Toyota Previa)

If you look where the parking brake arm is you should se a switch that it pushes against . The switch should be right above the parking brake arm .
