Are you sure it's bad? I would try cleaning it first. Special spray at the auto store. Cheaper than a new valve.

I recommend you test the idle air control valve. See procedure below. If this is not the problem, please read additional possibilities at the link below.


Operation


The Idle Air Control (IAC) valve controls the amount of air that bypasses the throttle valve, which controls the engine idle speed. The IAC valve consists of windings, an armature, a return spring, and a rotary slide. The engine control module (ECM) pulses the voltage to the winding, the opposing forces on the armature by the return spring cause it to maintain a fixed position, adjusting the amount of bypass air to maintain the correct idle speed.

Removal & Installation


Turn the ignition switch to the OFF position.
Disconnect the idle air control valve harness electrical connector.
Using a suitable tool, remove idle air control valve.
Installation is in reverse order of removal.

Testing


Checking Idle Air Control Valve (IAC) Triggering
Check IAC valve is electrically OK.
Slide up boot on the IAC valve connector.

Use scan tool 'Output Diagnostic Test Mode' function 03 to trigger the IAC valve - N71.Connect VAG 1527B voltage tester, or equivalent, between terminal 1 and engine ground (GND). Voltage tester must flash.Connect VAG 1527B voltage tester, or equivalent, between terminal 2 and battery positive voltage (B+). Voltage tester must light up.If specified results are not obtained:Connect VAG 1598/19 test box, or equivalent, to ECM harness connector.Check the wiring between harness and connector terminal 1 (in engine compartment) to test box socket D11 . Then check the wiring between harness connector terminal 2 and test box socketD9 using wiring diagram. Repair as necessary.If the wiring is okay, but triggering still does not occur, replace the ECM.If the triggering signal and the wiring are okay and the valve does not react, replace the IAC valve. Checking Mechanical Function
Remove the idle air control (IAC) valve.Visually check the surface of the rotary slide (arrow) for signs of wear.

WARNING
Do NOT check for ease of movement by prying on the rotary slide with a screwdriver or other tools that could cause scratching or other damage.

Reconnect the IAC valve, while still removed, to the harness connector.Use scan tool 'Output Diagnostic Test Mode' function 03 to trigger IAC valve - N71.Check whether rotary slide moves freely from stop to stop.If there are signs of scoring, or if the rotary slide does not move freely in both directions, replace the IAC valve.If the IAC valve does not respond (not triggered) during the Output Diagnostic Test Mode, check triggering. Resistance Test
Remove the idle air control valve harness connector.Use a suitable Digital Multimeter (DMM) to measure the resistance between the 2 terminals of the idle air control valve.The correct measurement should be 7-11 ohms. If not, replace the idle air control valve.
NOTE
At room temperature, the resistance value will be lower. The resistance value will be higher if the Idle Air Control (IAC) valve is measured at under-hood operating temperatures.

Reconnect the idle air control valve harness connector.The idle air control valve should hum and vibrate slightly when the ignition is turned 'ON'. If not, the ECM or harness may be defective.

What is an IAC Valve

Mark, IAC (Idle Air Control Valve), If engine is idling too fast, problem may not be the idle speed control system, but an engine vacuum leak. Check for vacuum leaks first to rule this possibility out. Also on your Toyota low coolant, air in the cooling system can cause the valve not to operate properly as I believe coolant has to run through valve for it to operate correctly. Fill/bleed air from cooling system. Check the attached links,instruction and guides, Good luck

How to fix fault code P1507

Possible causes
- Faulty Idle Air Control (IAC) valve
- Idle Air Control (IAC) valve harness is open or shorted
- Idle Air Control (IAC) valve circuit poor electrical connection
What does this mean? Tech notes
The P1507 code means that the engine idle is out of factory specification. Sometimes the Idle Air Control (IAC) may have carbon built up. Disconnect the car battery, remove the valve, clean, re-install valve, and drive the vehicle for about 5 minutes with the headlights and A/C ON to get the idle relearned.
If the problem persist, the IAC valve may need to be replaced.

When i turn on the ac the idle goes low and the the car vibrates. When i turn off the ac the car stop vibrating.

Testing with VAG1551:
  1. Remove the idle air control valve harness connector.
  2. Connect the VAG 15278 LED tester to terminals 1 and 2 of the harness connector using the jumpers from VW 1594 adaptor kit.
  3. Turn ignition ON, perform steps from output DTM (Diagnostic Test Mode) to activate the IAC valve (N71) LED tester must blink.
  4. If tester does not blink, check wiring using VAG 1598 pin out box, electrical checks, step 26. Repair as necessary.
  5. If wiring is okay, replace the ECM.
  6. If LED tester blinks but the IAC valve does not operate, replace the IAC valve.

--- REMOVAL & INSTALLATION
  1. Disconnect the negative battery cable. To remove the IAC valve, first disconnect the negative battery cable, then the IAC wire harness plug 89684p03.jpg
    Next, remove the two IAC valve attaching bolts . . . 89684p04.jpg
    . . . and pull the valve from the intake manifold 89684p05.jpg

  2. Disengage the wiring harness connector from the IAC valve.
  3. Remove the two retaining screws, then remove the IAC valve and discard the old gasket. To install: When installing the valve, always discard the old gasket and install it using a new one 89684p06.jpg

  4. Clean the IAC valve mounting surface on the throttle body of old gasket material.
  5. Using a new gasket, position the IAC valve on the throttle body. Install and tighten the retaining screws to 71-106 inch lbs. (8-12 Nm).
  6. Attach the wiring harness connector to the IAC valve.
  7. Connect the negative battery cable.

After sitting, hard to start, seems not to be getting fuel. you can spray starting fluid and it starts, must run at higher than normal idle for a few minutes, then will idle normally.

  1. Make sure the ignition key is OFF.
  2. Disconnect the air control valve.
  3. Use an ohmmeter to measure the resistance between the terminals of the valve solenoid. NOTE: Due to the diode in the solenoid, place the ohmmeter positive lead on the VPWR pin and the negative lead on the ISC pin.
  4. If the resistance is not 7–13 ohms, replace the air control valve.

  1. Disconnect the negative battery cable.
  2. Disconnect the engine wiring to the IAC sensor.

Discard the gasket.
To install:
Install a new gasket and position the IAC valve.
Torque the retaining bolts to 8 ft. lbs. (11 Nm).
Attach the electrical connector.
Reconnect the battery ground cable.

  1. Remove the two idle air control valve retaining bolts.
  1. Remove the idle air control valve and idle air control valve gasket.
Installation
  1. NOTE: If scraping is necessary, be careful not to damage idle air control valve gasket surfaces, or drop material into intake manifold (9424) or throttle body (9E926) (depending upon application).

    Clean idle air control valve gasket mating surfaces.
  1. To install idle air control valve, reverse Removal procedure.
  1. Tighten the idle air control valve retaining bolts to 8-12 Nm (71-106 lb-in).

How do i remove and clean the IAC

Operation

The Idle Air Control (IAC) valve adjusts the engine idle speed. The valve is located on the side of the throttle body. The valve is controlled by a duty cycle signal from the PCM and allows air to bypass the throttle plate in order to maintain the proper idle speed. Do NOT attempt to clean the IAC valve. Carburetor tune-up cleaners or any type of solvent cleaners will damage the internal components of the valve.

it is a fairly easy to replace the valve and its hard to say if the valve will fix your problem without a diagnosis i hope this helps





REMOVAL

  1. Disconnect the battery ground cable.




  1. Disconnect the idle air control valve electrical connector.




  1. Remove the two bolts and remove the Idle Air Control valve (IAC valve) and gasket.



INSTALLATION

  1. Follow the removal procedure in reverse order. CAUTION:
    • If scraping is necessary, make sure not to damage the idle air control valve or the throttle body gasket surfaces or drop the gasket material into the throttle body.
    • The idle air control valve has a sludge resistant design andmust not be cleaned, or damage to the anti-sludge coating may result.
