You could check the manual book. Check the distances and difference. My Peugeot 408 is at normal level.

When you rev the car the counter doesnt pass 3000 revs loses power

If the vehicle won't rev past 3k in park or neutral, that is normal. It is the rev limiter stopping you from breaking your engine. If it does it while it is in gear, you probably have an exhaust blockage.

What can be the problem if the car (Isuzu kb240, fleetline) doesn't rev pass 3000rpm it had a blown head gasket. ..The cylinder head was taken to engineers.

It most likely is a plugged catalytic converter caused by coolant getting into the exhaust by the bad head gasket. It also could be a vacuum leak in the intake system caused by improper installation of the rebuilt cylinder head.
