If the vehicle won't rev past 3k in park or neutral, that is normal. It is the rev limiter stopping you from breaking your engine. If it does it while it is in gear, you probably have an exhaust blockage.
It most likely is a plugged catalytic converter caused by coolant getting into the exhaust by the bad head gasket. It also could be a vacuum leak in the intake system caused by improper installation of the rebuilt cylinder head.
