Hi Tony My name is Tim Dorton. Wow, this is a good one. Some say it controls the side and tail lamps, sounds like something the flasher would do. Others say it's for daytime running lights. Most cars have a turn signal flasher, even kia. Are the turn signals working? If so pull the tns relay and see if they stop.
You likely need a new flasher control module, it is located under the dash near the steering column.
It looks like a large relay with three blade connector.
Did you check or replace the flasher? It is usually larger square or round. You can look up your specific vehicle on any auto parts store site. Most will show you where it is located as well. Your manual should have a section for that in troubleshooting as well.
this is a sign of s hort circuit in the rear tail light assembly or the wiring leading to it, most often it will be water entry into it, whats happeneing is at the back tail-lights are feeding into the circuit causing the relay to increase the current. Eventually this will burn out the turn signal relay, and you will have no turn signals. Unfortunately a job for an auto-electrician.
