You're lucky with this one, you do not have to remove the door panel to get the outside rear view mirror off.

I am assuming you are talking about the interior rear view mirror and not the side rear view mirror. Most auto parts stores sell an adhesive glue to fix the interior rear view mirror. Most of these mirrors have two parts to them. One part is the bracket that glues to the windshield and the other part is the rear view mirror assembly. Before gluing the bracket to the glass check and see how the mirror assembly attaches to the bracket. There will often be a screw that fixed the two together.

At most auto parts stores, they carry what is called "Rearview mirror adhesive" - It costs about $4 or $5, and comes is a little "blister" package. It is a special two-part adhesive (utilizing a pre-cleaner and a "gluing" agent) that is REQUIRED for installing these mirrors on glass - Super glue will not work for this,... All you will do with superglue is make a mess... - The adhesive isn't terribly hard to use, but it does require a bit of patience, and I'd recommend following the instructions to a "T" for the best results (Temperature, time, etc..). On the inside trim, you can remove screws that are by the door handle, arm rest, under door and side of door and then gently pull back on the panel as there will also be retaining clips attached and you don't want to break them. You'll need to lift the door panel upwards in order to get it off the window ledge. Then you'll need to manipulate the panel and disconnect the door handle linkage from the door handle and disconnect the wiring for your controls. Then you can access the bolts that secure the mirror onto the door

I researched the maintenance manual. The fuse you need to replace is fuse 20 in the under dash fuse box. It controls side windows, washer motor, rear view dim function, and possible seat memory. There are a couple that link to the mirrors, but this is the one for this problem.
