What is your year--make--model? I'd look up wiring for hazards if I knew which vehicle? Your hazards may work through multifunction switch? As far as one headlamp being dimmer, check voltage and ground compare to other lamp/s.
More than likely the problem is with the control switch that turns on the high beams, that switch is mounted on the steering column, the high electrical current load that the high beams draw burns the contact inside the switch and the end result is what is going on with your car. To replace the dimmer/headlight switch you will need to remove the trim around the steering column to access the switch for replacement.
it sounds as though there is a loose connection on the passenger side. Check socket and switch bulbs from driver and passenger side. hope this helps tim
