The starter is spinning, but the engine isn't turning over. Battery seems to be fine. Where do I start looking, and what could be the problem?

I believe you have a gear reduction starter,it sounds like the starter drive is not engaging the flywheel. You probably need to replace your starter.

Car wont turn

i presume what you are saying is you hear the starter engage but the motor doesn't turn over. get a boost and try starting the car. if it will not turn over then... have someone turn the key while another person taps the starter with a hammer. if it starts then you need to replace the starter.
