Nope, it's your fuel pump. If it's stuck in one place and doesn't move at all than yes, it is the floater, but if it fluctuates and tells you that you're empty most of the time than it is, in fact, your fuel pump itself. That fix will be about 130 for the fuel pump, and about the same for the labor to put it on seeing as how they have to drop the gas tank. If it's the floater than you yourself could drop the tank if you have the tools and a little know-how, and then just dis-lodge the floater and Abra kadabra, it's fixed.

The fuel sender is with the pump module assy. You say the fuel pump is new, did you replace the fuel module or just the pump? is this a new problem after you replaced it or was it there before? Never replace just the pump.

On your 2000 Mercury Grand Marquis 4.6L SFI , the Fuel Filter is located: Under vehicle, passenger side, below seating area, passenger side of fuel tank, mounted on frame in fuel line
it is attached to the frame near the rear passenger side door by a hose clamp, so you need a screwdriver to loosen the clamp, and pliers to remove the lines.
