It gets power from the battery through a fused circuit. Some lighter circuits have relays that turn off the lighter socket when the ignition is off. Turn on the ignition key (you can start the car or use the run position) and see if the lighter socket has power then. If not, have the relay checked if you believe all the fuses are OK.
