It could be the brake switch at the brake pedal if the brake lights wore the only problem and still could be a part of the problem .
However you say you can't shift into park .Your foot needs to be on the brake to shift P and R can you shift from R to N and then other gears with out your foot on the brake pedal .
Unplug the brake switch connecter at the pedal hook a test light or ohm meter to the pins then push the pedal dose the circuit open and close on off like a light switch all you need is the hot pin ground hook to the pedal if it opens and closes its likely working
Their is another switch on the side of the transmission called the P N R selector witch runs through a switch called the interlock switch all controlled by by the shift cable all moving parts .
You didn't say what specific vehicle you have but it sounds like a 4 WD vehicle to have this issue .
Don't panic read the manuals and think it through .

Usually a sign the brake switch is faulty.
You may be able to shift out of park by turning the key switch to the unlock position but not to the on position. Then crank it in neutral.
