2000 Ford E350 Econoline. Are you saying that the only way to get current to the fuel pump is by cranking the engine??? Checked all relays and even tried to hot wire the fuel pump with no success.

Two ways for currrent to get to fuel pump , when you first turn the key on the PCM - engine computer will energize the relay turning on the fuel pump for a two second prime . Then it won't energize till you crank the engine over . Provided the PCM see's a signal from the crank sensor . Fuel Pump Electrical Circuits Description and Operation

Fuel pressure

Well most engines have a mechanical pump on the engine, but the E350 models used for motor homes and box vans also use an electric pump in the tank. The pressure rating is still 5-8 psi like the mechanical pumps.
Have you replaced the inline filter ?

I know this might sound odd but try replacing the ignition switch. I have a 86 c class e 350 and could not get the front fuel pump to run for the longest time. After changing everything else, I decided to change the ignition switch, and believe it or not the front pump came on and started working the way it is supposed to.

I have a 1994 ford E350 the right brake light and blinker are not

ON the bottom of the steering column next to the screw hole for the righ upper screw you will see another hole, turn the ignition to the run position and then insert a pick into the hole this will depress a retaining pin that allows the ignition cylinder to come out.

1994 Ford E350 transmission seems like it slips at 45-55 MPH.

If you went 1k miles since that same issue occurred I would look at the transmission. A faulty torque converter, clogged fuel filter, or a clogged CAT can cause a delay in the shifting but it would happen right away not 1k miles later.

How do i access the fuel pump shut-off switch in a 1994 Ford E150 van?

The 'inertia' switch should be located in one of 2 places. 1.) Under the dash on the drivers side, up behind the brake pedal, maybe off to left or right a little bit, 2) possibly under dash on passengers side. Was the vehicle hit or did it hit something to activate the inertia switch?? Because this switch is a safety in case of a crash with a 15-20 mph impact.

The pump is in the fuel tank.The tank has to be lowered enough to replace the pump.
