Question about 2005 Jeep Liberty
The compressor is seized,
check it by and , feel that , it hard to turn.
the belt smokes you meant. if belt is ok, then seized it is.
i bet the line pressures is zero and or the hi/switch was bypassed.

Check the voltage to the clutch ( it should read 12 volts)
check that the shaft will actually turn as the compressor may be seized inside
