Look on the side of your radiator there will be a brass nut with 2 wires coming from it or on your engine ( in plain sight on the side ) this is the thermostat. when your car gets to a certain temperature it will start the fan. if your fan is free to turn then it will be the thermostat thats the problem. leave the car ticking over on your drive and let the temperature rise,when it gets high your fan should kick in, if it dose not then thermostat is the problem.
