More info would be good.
auto or manual ?
if it's an auto, there is a brake sensor that waits for you to push the brake to unlock the shifter.
this locking solenoid can go bad, or fuse in that circuit may have blown and now there's no power to it.

1999 Cadillac Seville STS. Why won't it shift?

Check that your brake lights are working, they must for gear to be engaged. Also, it might be a gearbox issue. Matbe the selector has gone wrong.
If it is staying in only one gear, are any of the lights on the dash illuminated that were not so before..

Why won't the shifter shift out of park to drive on a 1998 cadillac cater?

hay ritchie it sounds like it is the shifter solenoid went out. now if you want you can manually release the solenoid lock by lifting up on the shifter boot and look on the left side. you should be able to see a yellow lever that you can pull . you would need to start the car and with your foot on the brake this will allow power to the solenoid now also wilepushing on the lever you need to shift out of park to say if you shift back into park again it will be locked and you will need to repeat this again. hope this helps you out

I recommend you replace the vehicle speed sensor. The part costs only $20, and is easy to do it yourself. This may not solve the problem, but it would cost much more to fully diagnose the problem.

Bones_will not shift into gear when applying on the brake..

Let me just say that I learned how instead of depressing the brake fully, I could simply press ever so lightly on the brake and smoothly shift out of park and into reverse or drive

The most likely problem is the locking mecanism in your shif selector.
There is a selenoid that prevent the car from get it out of park unless you push the brake pedal while the car is running or the ignition switch is on.
The problem could be in the brake switch itself under the dash or the selenoid in the shifter console.
