If it ran prior to changing fuses, it has to be a fuse issue. Did you change a fuse and insert into wrong location?

No power going to ignition control module, what would cause this?

Yes, the pink wire to the ICM and from the run/crank relay should have battery voltage in run or start. If not, check fuse 11, a 10 amp fuse in the Fuse Block-Underhood. Also check fuses 38- a 30 amp fuse supplying power to the run/crank relay, and fuse 9- a 10 amp fuse between the run/crank relay and the ECM. All of these fuses are in the underhood fuse block.
Fuse 38-the 30 amp fuse, the power feed for the run/crank relay- will be hot at all times. Fuses 9 and 11 will be hot in run or start. Check for power at the fuses. If the relay is not turning on and sending power to those fuses and to the ICM, and the ECM, (and to the injectors through fuse 16 - a 10 amp fuse), then work back to the ignition switch and the body control module. Wish I didn't have to say that, but yes, the BCM is between the ignition switch and the run/crank relay.
Good luck, Michael.

My ford focus 2003 zts how do you know if fuse r3 is good or bad

if your under the hood and the "fuse" is black. then you're talking about a relay not a fuse. if its silver metal covered then its a breaker(self resetting). yes they wear out. Check the fans by isolating them by disconnecting the connectors and put a jumper connected to the battery if they run then yes check all fuses relays and wiring.

Hello,

Radio and electric windows not working

Yes, it is most likely a fuse issue. Two things going out at the same time usually leads to the fuse block.
The radio and the clock are on two separate fuses. The clock runs on the constant power (yellow) wire to the radio... and the radio itself runs on the red Ign./accessory wire.
pull the fuse cover off and look on the sticker on the cover for the radio fuse and check it. I'm betting it is burned out.
