Turn the steering wheel all the way one direction and try it, then turn it all the was the other direction and try it. If it changes behavior, then the issue is something called a clock spring that is in the steering column. If it does not change the behavior then you either have a floating ground or a bad control module.

sounds like a short in the security system wiring. i assume you have the locking system with the keyless entry? if so, you've got a short somewhere, most likely. take it to a good mom and pop electrical service place unless you've got a warranty at saturn. you'll get a cheaper price and often get better service.
SOURCE: 2002 Ford Focus Doors lock with key fob, but horn does not honk
there are two seperate horns
SOURCE: can't lock the drivers door because horn will start to honk when ever it wants...
It sounds like you have a short circuit in the steering wheel horn pad. You can have someone unplug your horn until you can have it fixed. That is if you don't need your horn. This is a totally temperary fix. Because of the airbag in the steering wheel, you should bring it to a qualified mechanic. Sorry
SOURCE: Can I stop my horn from sounding when I lock my 2009 Accord
You might can have the dealer program it not to honk, but its just the way the keyless entry works. I've owned 2 accords--an 06 and 08--and both of them honk the horn when the lock button is pressed twice. Pressing the button once will secure the car and arm the alarm. So once click is all you really need. And no your alarm is not malfunctioning.
SOURCE: I am replacing the battery
hook it up and wait a min or 2 for it to stop or disarm the alarm after but i think it will stop after 1 or 2 mins
