Is the replacement seat a used part??

It may have a defective "proximity sensor" in the seat, which tells the Air Bag system that there is a person sitting in the seat.....OR....you may have accidentally disconnected the seat-belt sensor, which also sends information to the SRS system.

How to fix error code B223D for Jeep Grand Cherokee with engine 3.7L of year 2005

That is probably a fault with the sensor that detects a person sitting in the seat. That sensor is there so that if no one is in the seat and you have an accident the air bag won't go off. You need to take this to a dealer as it requires special tools to re-calibrate the sensor once it is replaced.

How to fix or disable passenger seat belt chime? It sometimes goes off for no reason.

There is a switch in the seat that operates when someone is sitting on it. This will operate the seat belt warning if someone sits on it and does not do up their seat belt. It appears that this switch is intermittently faulty. If you remove the seat (usually only 4 bolts) you should find the wires to the switch and can either bypass it or replace it.

How do i disable passenger airbag?

Some models have a switch that can be turn off right on the dashboard. If you push in the lighted button, it should turn off the air bag feature. Some have a weight Switch / Sensor underneath the passenger seat. Meaning if you put a pocket book heavy for example, it is gonna to consider that weight as a person and turn on the seat belt sign and furthermore turn on the Passenger airbag. Put your heavy stuff on the floor or ignore it. But if you get in an accident the safety bag is going to deploy as if a person was sitting there.
Hope that helps. Here is a couple of links to Kia Support.

Flashing seat belt light

There are sensors in some car seats that pick up if someone is sitting in the seat, when the car is started, the safety system will check that if there is a person in the seat, if so, the seatbelt has to be clicked to stop the light from flashing. I have found that if I have a heavy weight sitting on my passenger seat, the warning light will come on to say the seat belt is not fastened as it thinks someone is sitting there. It could be a faulty switch under the seat that is causing your problem.

Light is on the dashboard. looks like a person sitting in a seat with a seatbelt on , and a round circle thing like a bll, the view is from the side. what does this mean?

It is telling you that either your seat belt is not on or your passengers is not on. There is a sensor inside the seat belt buckle that tells the car you are wearing it. If the passenger seat senses the weight of a person (or big dog) and they don't have the buckle on then the light will come on. If the seat belts are both buckled in then you must have a bad sensor on the buckle.

Even though I have put on my seat belt, every 5 minutes the light will come on and it will buzz for another 10 second, and than 5 minutes later it will repeat.

check for loose connections on seatbelt stem and under the seat - wires on floor but also under the seat itself. That sensor detects people sitting on seat.
