Some cars have a semi hidden wire in the trunk that you can pull to open the door.

Check the fuse box, a fuse link, i could be a wiring issue, or broken wire, sensors maybe malfunctions, run a wire from the battery to the switch at the gas cap if it opens the gas cap than its a fuse or open or broken circuit or wire, if it not a magnatic lock type stick a key or plastic credit card between the gas cap and fire/side if the gas cap filler to bypass, than see if the door will close and lock again, you can do that until you can afford to fix the issues.

Emergency latch for gas cap 2000 VW Beetle, where is it?

From the manual:
  • Open the rear lid.
  • Open the cover on the backside of the luggage compartment. To open the cover, turn the two "quick-releases" and fold the cover down.
  • Reach through the opening by the fuel filler flap. Grab the cable with th plastic covering and pull down. The filler flap will open by itself.
Best of luck!
