The front seatblet retractor springs have weakened. Unfortunatly, there are no "user serviceable parts" on them. They would have to be replaced. How many miles is on it? If you have low mileage, the Toyota Customer Experience Center may provide you some assistance, as the belt replacements are quite expensive. I'd call the CEC and explain your dilemma. Most of the time this happens because the belt gets twisted behind the B pillar trim panel. The lower portion of the panel that the belt goes behind can be removed enough to see behind it by gently pulling outward, it is held in place with plastic clips. If the belt is twisted up in there, untwist it and snap the panel back in place.
