If one is rusted the the other side will be close behind
you could go to a wrecker and get the un rusted units for repair but the problem is that where the units are welded in will rust from the salt used on the roads during winter ( if the surround metal is not affected by rust)
Basically I suggest that you take a good look at the vehicle condition for other rust sites ( chamber under windscreen, body and guard rust and make a decision to replace it if there is other rust around

SOURCE: SHEET METAL IS RUSTED BY REAR STRUT TOWER 2000 GRAND PRIX

Not that I know of the only thing I know of is to take it to either a body shop or a welder and have a plate welded into place. How old is the escort, it may not be worth the cost. How is the rest of the car rust wise?

Rusting strut towers

Yes but you will need a panel beater to do the job. The inner guard (the bit that carries the strut tower) is an integral part of the front of the car and needs to be cut away and another one welded into place. However if one is rusted out the other side may not be far behind so consider the possibility of junking the car (rust ) and getting another one as the repair cost may be more than what it is worth

rear shock bad (or struts if you have these) see if you push down on the back of the vehicle, like on the trunk lid, if it seems bouncy. Note if your shocks or struts have leaked oil.

2000 Neon hasn't had the air filter changed in at least 2 years because the one of the screws that holds it in has the top of it stripped. Can anyone recommend how to solve this issue without costing an...

Is possible, on your Neon to remove the entire air cleaner assembly? If you can get the assembly out on work bench maybe you can get on it with a "Vise-Grip" (locking plier) and get it out. Or take electric drill and drill the bolt out and replace it with new. When you say it's stripped do you mean the threads are stipped and it spins but won't come out? Or, is the head of the bolt or screw stripped out and the wrench or screwdriver won't grab it? If you do get it apart make sure you put some grease or anti-sieze compound on the threads of the bolts so they won't rust in. Good luck!
