SOURCE: gas gauge
The float that moves the gas hand is possibly stuck in the tank. If there's isn't an access hole in the rear of the vehicle you'll have to drop the tank. Unless it becomes free on it's own. Hope this is helpful. Please rate. Thanks

Usually if the gas gage does not work yes it is true it may be the sensor if it is electronicly controlled. the sncor will more than likley be in the tank. here is how to remove your gas tank.
Fuel pump assembly mounting

You're either looking at a short in the wire that goes to the fuel sender, or a bad fuel sender. If it was just a broken wire, it would read empty instead. The fuel sender is a permanent part of the fuel pump, so that has to be replaced as a unit.

SOURCE: gas gauge problems
Common problem on the 03-06 Envoy instrument clusters for the fuel gauge to go out. It's usually caused by one of two main problems, either the stepper motor on the cluster's circuit board is going out or the sending unit on the fuel pump is going out.
