My wife had a 93 ford tempo 4 cylinder with same problem.It turned out to be the idle air solenoid mounted on the air intake manifold.

SOURCE: Not idling well
Could be many things Mass Airflow Sensor, coil pack, O2 sensor , plugs ,wires right down to fuel filter. . It all depends on how well the car has been maintained . If you know the maintenance history of the car then you can start crossing things off one at a time till you come across something that hasn't been changed in a while like plugs for example .

have your TPS sensor looked at since that controls your idle and rpms. It sounds like it's causing your rpms to drop too low

Had same problem on 93 LS400, timing was off one tooth on left camshaft gear. Replaced belt and reset and no more problems. (Spent 1200.00 on repairs I did'nt need)
