The release is a solenoid that is powered by applying the brakes. do you have brake lights. that gives you an indication that the signal is being generated and that the solenoid is either bad or miss adjusted. this device is within the shifter console.

Can't find the turn signal or emergency flasher fuse for 1998

Conrad, up north.
My protege is a '99. The turn signals and hazard flashers use the same flasher unit. It is located under the dash to the left of the steering wheel and above and a bit to the right right of the driver's side fuse box.
