The release is a solenoid that is powered by applying the brakes. do you have brake lights. that gives you an indication that the signal is being generated and that the solenoid is either bad or miss adjusted. this device is within the shifter console.

My 1998 mazda protege gear shift is stuck in the park position and will not budge ,after not having this ever happen

Usually a sign of a faulty brake switch or shift lock solenoid.
You may have an emergency release. Check your owners manual for details.

The car is stuck in park. My husband thinks it's the shift control module but I'm not sure.

I thought I had that problem a while ago. It turned out that I hadn't stepped on the brake to take the car out of park. The solution to your problem may be related to this.

Can't find the turn signal or emergency flasher fuse for 1998

Conrad, up north.
My protege is a '99. The turn signals and hazard flashers use the same flasher unit. It is located under the dash to the left of the steering wheel and above and a bit to the right right of the driver's side fuse box.
