07 Impala rear driver side brake light and turn signal does not work, but when I checked the bulb it was working just not when I press the brake. The left turn signal on the dash also blinks rapidly.

Sounds like a possible bad ground connection.
Make sure the contacts for the bulb are clean.
Make sure the cround connection is not corroded.

Turn Signal on right rear not working, indicator on dash blinks quickly. Bulb does not seem to be burnt out

It could be the socket that the light plugs into I have found a few of them to be a little melted and not making good contact to the bulb

Rear left tail light wont blink

Sounds like your turn signal is out, or if you are referring to your brake light blinking, then you need to replace your brake light bulb, they have two seperate filliments in them. The main light may still be working but the actual brake light filiment may be shot. It's an easy fix, but if you don't know how to do it, someone at an advanced auto parts or napa may even do it for you.

I have a 2007 impala. When you press the switch to turn on the A/C the light blinks and it won't come on. The temp. indicator on the dash is also showing -40.

This means there is a problem with the ac system, and clearing it you will have to find the ac fuse, and remove the fuse and then replace it after 20 seconds, then have the ac system checked to see if the freon is low,or another problem.

Service Throttle Control

It sounds like these things are all related. When the a computer sees a problem in the Electronic throttle system, it will dissable traction control, and give the reduced engine power alert because the powertrain computer does not know the value of throttle postion.
Codes will need to be scanned in the computersto begin diagnosis.
