For some reason its idealing fast .
Its hard to say for sure with out looking at it but I would say eighter AIR or FUEL related problem .
If you could pull a couple spark plugs out and see what color they are .They should be a dry tan color if air and fuel are balanced .If their white dry its running to lean .this could make it run fast at ideal to much air
If they look black and wet smell like gas then to much fuel or not enough air to rich this could also make it ideal high .
You don't mention any codes or engine lights on so im assumeing you don't have any.
This problem could be caused by a lot of different things mainly sensors that don't always through a code so chack the plugs first this will give you a better idea of what to look for witch system or sensor or control valve stepper motor .You need to think about the problem before replaceing expensive parts it could be simple to fix this .
Hope I was some help give more information

I have a 97 cavalier 2.2 auto trany when it shifts up thru the gears it surges or sputters when you leave off the throttle a little it stops surges,

does it jump forward a little bit when turn on the a/c (in drive foot on bark, about 3inchs forward?) cause mine does as well.
is the check engine light on? if so have the codes read, that can clear the air quite a bit. also do you know if the transmission is low? cause this one starts getting rather jumpy and does some strange things when low/ over time for service. find someone who knows how to check a sealed transmission, and have it serviced if they advise it.
also could be the catalytic converter, if its gone bad and the catalysis has broken it could very well cause too much back pressure but let off enough at odd moments and thus give that surge your having.

Sounds like an automatic transmission problem, specific the clutch. Either a rebuild or a new one. Check the fluid level and smell it to see if there is a strong odor. The collar should be cherry red. If it's brown, it's cooked.

Sounds like what you are feeling is reffered to as a stick/slip condition in the drive shaft yoke. What this means when you hit brakes back of truck goes up some causing slip yoke to slide out of transmission some. it sticks there and when you take off it pops back in causing a bump feeling. remove driveshaft and grease the splines of yoke with a light coat of grease.

Dash board light and speedometer out after jumping..

you still need to go ahead and check the fuses inside and outside again because that would seem to be the problem.
