Question about 2003 Honda Stream
IAC valves, (idle air control) are the most common cause of high idle, most times they code. A vacuum leak, is also possible, this could be a bad PCV valve.

I assume by saying raising you mean the engine is raceing, or speeding out of control? I recommend you take it by your favorite autoparts store, and ask them nicely to read your ECU (computer)
error codes. You may be able to DIY. but It may take a dealer or reliable repair shop to fix your problem. Unless perhaps the throttle pedel is catching on something.
